The silicone seal seals the container when the cap is tightened. The silicone seal is a wearing part that should be replaced whenever necessary to seal the tank.

For replacement, you need a chisel or other tool to dig out the old seal from the groove on the bottom of the cap. Installing a new seal is done by pressing the new seal into the groove of the cap.
